David M. Glaccum

David M. Glaccum

OF COUNSEL

David has spent his career at the intersection of law, policy, and government—advising senior principals, leading high-stakes negotiations, and driving consequential outcomes across some of the most demanding institutions in the public and private sectors. He has deep experience across the legislative and executive branches at both the federal and state level, and a practice focused on complex transactional and advisory work.


Prior to joining Limehouse LLC, David served as a founding Partner and General Counsel of Rubicon Founders LLC, a Nashville-based healthcare investment firm with more than $2 billion in assets under management. In that capacity, he helped build the firm from the ground up—developing its operating principles, investment process, and fund structure—and served as lead partner on transactions including venture builds and growth investments. He held four corporate board seats and led the firm’s investment committee.


Before entering the private sector, David served as Vice President for U.S. Operations and Counsel to the Chief Executive Officer at the U.S. International Development Finance Corporation (DFC) where he led all domestic investment activity and served as the agency’s principal legal advisor on policy and corporate compliance. In that role, he led the drafting of Executive Order 13922 and the creation of the DFC’s Defense Production Act Loan Program, launching a $5 billion domestic project pipeline in direct response to the COVID-19 pandemic. David later returned to DFC in a temporary capacity as Chief Investment Officer in early 2025, while serving as a Partner at Rubicon, to support the presidential transition.


As Associate Administrator of the U.S. Small Business Administration’s Office of International Trade, David oversaw a $750 million trade finance portfolio and export development grant program. He was also tasked by the SBA Administrator to launch and lead the agency’s COVID-19 Task Force, which was responsible for establishing the $500 billion Paycheck Protection Program alongside the Treasury Department.


David previously served as Chief of Staff and Counselor to U.S. Ambassador Nikki R. Haley at the United States Mission to the United Nations, where he provided executive leadership to Mission staff and managed the UN Security Council portfolio, including the negotiation of three unanimous North Korea sanctions resolutions, a peacekeeping and regular budget that produced over $1.1 billion in UN system savings, and the first majority vote in the UN General Assembly to condemn Hamas. Before joining Ambassador Haley’s team, David served as Deputy Chief of Staff for Budget and Policy for then-Governor Haley, where he led the development of the Governor’s policy agenda and oversaw the $27.3 billion state executive budget.


Earlier in his career, David served as Chief Counsel to U.S. Senator Lindsey O. Graham on the U.S. Senate Judiciary Committee, where he advised the Senator on matters spanning criminal law and terrorism, intellectual property, tort reform, and immigration—among the most contested legislative and oversight areas before the Committee.


David received his Juris Doctor from the University of South Carolina School of Law and is admitted to practice in South Carolina. He has held a Top Secret/SCI security clearance and has testified before the United States Senate Committee on Small Business and Entrepreneurship.


David and his family reside in Mount Pleasant, South Carolina.
